Team Bios

Thomas S. deRegt


Thomas currently serves as the Principal of Rancho Murieta and deRegt Development, Inc. which was founded in 1989. A graduate from CSU San Luis Obispo, Tom earned his B.S. in Business Administration and completed his undergraduate studies in the School of Architecture & Engineering. With more than 30 years of experience, his career has focused on strategic real estate investment and capitalization, single-family land and home development, and in-fill, medium-to-high density missed-use and multi-family developments. His company has entered into diversified partnerships throughout the years to ensure that new and existing communities are provided with all the essential ingredients to thrive and prosper. For example, the prestigious Pasdera Country Club, a Jack Nicklaus Signature golf course residential community in Monterey, CA is one of the projects Tom was involved with that transformed the community by adding to its natural beauty and quality of life. Tom looks forward to adding his expertise and creativity to the vision of what Rancho Murieta can be and to provide its current residents with a community environment that is truly one of a kind.

Carol Anderson Ward


Carol is the Owner & Founder of California's largest equestrian event facility, the Murieta Equestrian Center. She is Founder of the West Coast Equine Foundation known for advancing the equine industry; President of Live Oak Legacy; and President of the nationally ranked cutting horses and breeding program, Carol Ward Cutting Horses, Inc. A graduate of CSU Chico, Carol has held many leadership roles, including service on the Board of Directors of the California Thoroughbred Association; UC Davis Center for Equine Health; and the National Cutting Horse Association. A resident of Rancho Murieta for 38 years and a business owner for 43 years, Carol's love for her community spans far and wide, as the Murieta Equestrian Center brings over 400 people each weekend to the business community. She currently provides full time jobs in the Rancho Murieta community for 39 employees through her business entities. Carol takes great pride in her beloved community, where she is raising her three children, developing and growing the Murieta Equestrian Center, ranching, and now building a hotel and homes. A leader in building local commerce she takes great pride in being an integral part of the future development and revitalization projects that will keep this community vital for generations to come.

John Sullivan

John currently serves as co-manager of the proposed Rancho Murieta North project. John has 35 years of experience in the building materials distribution, contracting and manufacturing business. A graduate of California State University-Chico, John began his career with Pacific Coast Wood Products. He played an integral role serving as Corporate Credit Manager, Chief Financial Officer and Corporate Director as the company grew from 7 branches and 63 employees to over 60 branches and 2,300 employees with over $500 million in revenues. Over the years, John has served as fiduciary of the Pacific Coast Building Products, Inc. Profit Sharing Plan and Trust, its Employee Stock Ownership Trust(s) and as President of Rancho Murieta Airport, Inc. In 1992, John purchased land, financed and constructed the Oakville Wine Cellars on the Silverado Trail in Napa County. The winery was eventually sold and operates as the Miner Family Vineyards and Winery today. Since 2009, John has been consulting and performing construction management for several Rancho Murieta related projects, including the expansion and upgrades to the Murieta Equestrian Center, development plans for a new boutique hotel, the 2012 acquisition and re-entitlement of the 23.1 acre Murieta Gardens mixed-use development and proposed Rancho Murieta North project.

Cindy Moreno


Cindy currently serves as the Forward Planner for Rancho Murieta Properties. She has worked in the construction industry her entire career, with 25+ years experience. Cindy is recognized with in the industry as a trusted and respected visionary  who takes on every project with a passion and sense of responsibility that is invaluable to the development team and community. She began her career working for her father's commercial and industrial building business and then after her father's unexpected death, began working in the residential home building industry for a renowned local builder. Cindy is skilled in the many facets of development including forward planning, due diligence, entitlement, public report processing, permitting, project management, design, construction, warranty and customer relations. She has created and served on multiple home owner associations as a board member and served multiple terms as a Director on the Board of Directors for the North State Builders Association. Cindy is excited to utilize her leadership and expertise throughout the development of Rancho Murieta, while adding to its rich history.
